Another picture from the Works Museum. It shows the TE3 locomotives under construction, according to the text, but they look more like TE2 to me (although I've never seen one). But I thought the TE2 locomotives were built at Kharkov, so it may not be Lugansk. It also has the date 17.12.1955 -Lugansk satrted building TE3s in 1956. Looks like Lugansk though, may be to mark the new construction.
